GURGAON: After the promise of the first Car-Free Day, the campaign seems to have fizzled out like a soggy Diwali firecracker. Pockets of participatory zeal aside, Gurgaon at the moment resembles a city working at cross purposes, a fractious team unable to decide on its batting order.
